DESIGN REASONING
Condition
The municipal building had to respond to urban approaches at different speeds and relate to Villa Gesell's dunes, forest, park and residential life.
Operation
A flexible central cell gathers administrative activity and is complemented by satellite pieces for an auditorium, café and reading; the roof becomes accessible.
Outcome
The complex accommodates future change, distributes public and administrative activities, and extends the park across a surface with 360-degree views.
